Douglas L. Spruill MHS is a proven veteran in the field of Human Services, bringing more than two and a half decades of leadership across behavioral health, substance use treatment, residential services, and statewide clinical operations. He currently serves as Delaware County Program Director for JusticeWorks YouthCare, where he embraces the organization’s motto, “Whatever it takes,” by ensuring youth and families receive timely, compassionate, and coordinated supports.

In his career Douglas responsibilities includes clinical programming, regulatory compliance, strategic planning, while managing multidisciplinary teams across multiple service lines, ensuring thousands of individuals receive consistent, high‑quality, person‑centered care. He has led statewide initiatives in quality improvement, fiscal stewardship, workforce development, and service expansion while maintaining strong relationships with legislators, advocacy groups, referral sources, and regulatory bodies. He builds bridges across agencies, hospitals, correctional systems, and community partners to create seamless pathways to care and to remove barriers for the people he serves.

A Master of Human Services graduate from Lincoln University.
