Chelsea has a history of multiple foster placements, and moved between her two parents, for many of her 8 years.
Pennsylvania’s Department of Public Welfare has established a designation of “Promising Practices” to encourage counties to utilize programs which have made the effort to track the results of their work and can demonstrate positive outcomes.
“Before I respond to your earlier phone message I want to let you know how much I appreciate Nicole. I am sure you know that the work keeps moving along and we often do not take the opportunity to recognize excellence and so I want to note it here while it is on my mind!”
Olivia and her four older siblings were placed into foster care two years ago when she was found to be cocaine positive at birth. STOPP began providing services during the last few weeks prior to the children’s’ return to the family home.
